Not sure if this company sells the VIN tags, but they do make COWL tags:

You can get a VIN tag from your state MVD. It obviously won't be an original, but it will be legal. Most states have felony statutes against any type of VIN tag removal, defacing, alteration or destruction. There is no exception for vehicle restoration purposes.
Even if you successfully remove you original VIN tag during a restoration, if it isn't replaced exactly where it was or with the original type fastener, it could give reason for an MVD inspector or law enforcement to do a full inspection of the car. That not only deprieves you of your car during that period, but you'll possibly pay for towing, impound, etc. When it's determined that the vehicle is legally yours, you may still face criminal charges.

thanks hotwheels55. I looked at an old 57 chev that didn't have the vin tag. owner has a title, but I wasn't sure where to look on frame for numbers and sadly one must think the worst today. I thought it strange that he didn't just go to motor vehicle dept and get a replacement.

The VIN tags were coming loose on these cars when they were ten years old and many have been put back on with all kinds of attachments over the years. If you are really interested in this car check the VIN on the frame with that of the title, if they match talk to the DMV about a state issued VIN tag for the car. The best way for this though is for the owner to do it if possible, the state will check the frame VIN and then issue a new one for the car. My '57 SD has an OLD Arizona issued tag that is s thick stamped aluminum tag held on with screws, the modern state one are now almost a foil with a sticky back.

It can be found on the top side of the frame rail, roughly under the drivers position. It's hard to see if the frame is covered by body, crud, undercoating, squirrel nests, etc.

You will need a mirror, and a flashlight to see it, after you have cleaned the top of the frame off. Some were not stamped very deep and may be difficult to find. If you wet the area with a damp rag, it may help make it more visible.

The vin tag is something that you can't fool with. Do the least little thing wrong and you could end up losing the car depending on where you live. A vin tag does not tell you what model the car is, only the fact that it is a 150. 210 or Belair or if it was a V8 or 6 banger. Also where the car was assembled and and it's sequence number. You should have a title that matches the vin number but if you can get it inspected by your home State some time you don't need either. It varies from state to state. The vin number on the frame is very hard to see sometimes, even with the body off the frame. It's there under the seat position and also about 2 feet to the rear on the same frame rail. The number on the frame will not tell you if the car was a V8 or not. Dick

On the frames I've seen, the 2nd stamping of the number is about 12" behind the one under the seat. You may not be able to make out all the digits of one of the numbers, but between the 2 stampings, you may be able to tell what they all are. They will start with the year, like 57, then the assembly plant letter and then the sequential number.

The distance between the two locations in which the serial number (minus the "V" for V8-equipped cars) is stamped on the frame will be found to mainly be a function of which plant the car was assembled in. And, this in turn, is due to minor differences in equipment and plant layout from one to another.

Ouch! $215 for a repro cowl tag for my BA! Mine has some paint overspray and general crud on it... But I think I'll just get out some lacquer thinner and save the $215!

Someone does because my buddy had a new one made for his SS Chevelle convert as the old one was partially rusted away. Of course he works for a Chevy dealer so that may be how he got it. Once he got it the state had to verify it and the original and supervise the replacement.
